    FOREST REGULATION AND MONITORING

       The system of the forest regulation provides a basis for the rational forestry and nature management. The legal status of the forest regulation is defined in the Forest Code. According to this the forestry management and forest utilization without carrying out of the forest regulation are forbidden.
       The information about the forest fund of the republic, monitoring of the changes in forest under every jurisdiction, planning and estimation of the rational, long-term and sound forest utilization are the area of responsibility of the republic unitary forest regulation enterprise “Belgosles”.
    The enterprise consists of parties with subdivisions of different descriptions. There work forest assessment engineers, soil scientists, forest pathologists, forest monitoring specialists, programmers, cartographers and other specialists there. Every year in Belarus forest regulation and other activities are realized on the area of nearby 1 million ha of the forest fund. in addition to this Belarusian specialists work in the several regions of Russia – Zabaykalye, Novgorod, Smolensk regions and others.
       Technical basis for the forest regulation form the data from the aerospace surveys. The forest regulation enterprise has the receiving centre of the space data. There are carried out the scientific researches of the developing of the application technology of the forest aerospace surveys in different spheres.
       The data from the aerospace surveys and from the expedition field studies are processed with the use of dedicated bundled software and GIS. There are made the subject digital maps and the estimations of the forest utilization and regeneration for the different periods of time with the prognosis for 100 years.

    FOREST MONITORING SYSTEM OF THE REPUBLIC OF BELARUS
    Forest monitoring is a part of the National Environment Monitoring System of Republic of Belarus. It is realized according to the Technical Project and Governmental Development Program for 2006-2010.
    Specialized service of the Ministry of Forestry accomplishes forest monitoring in Belarus since 1989 on National raster net according to the Pan-European technology. National forest monitoring net includes 1450 permanent registration points (PRP) and 80 permanent sample plots (PSP). Permanent registration points are evenly disposed on the territory of republic. Every year in the context of ecological forest monitoring on PRP and PSP there are inspected nearby 40 ths trees according to method of ICP Forests.
    Depending on goals and current tasks forest monitoring is accomplished in the following directions:
    •    monitoring of air pollution impact on forests (ecological monitoring);
    •    forest pathological monitoring;
    •    radiation monitoring;
    •    monitoring of meliorated forest lands;
    •    local-objective forest monitoring.
    Reasoning from the needs of public administration institutions and other interested parties other kinds of forest monitoring can be accomplished.
